Regional advice

Regional Resilience Forums [External website] are established on the basis of Government Office regions. They bring together representatives of key responder bodies to co-ordinate planning on a regional basis. Local advice

The principle mechanism for multi-agency co-operation at the local level is the Local Resilience Forum. Local Resilience Forums are established on the basis of police areas. Established by law, they bring together those organisations covered by the Civil Contingencies Act [External website] (the emergency services, local authorities, NHS bodies, certain government agencies, transport and utility companies).

Local Resilience Forums provide a process by which these agencies can produce common advice on risk, agree multi-agency plans and maintain arrangements for informing the public.

In addition, local authorities have a duty under the Civil Contingencies Act, from May 2006, to provide advice and assistance to businesses and voluntary organisations in relation to business continuity management.
